Framerate weise, youtube support them all.

23.976,  24,  25,  29.976,  30,  50,  59.94,  60

but one thing to consider is that they stopped ofering options for viewers to watch videos that have been uploaded in high framerate at decent resolution but lower framreate if they have an old computer.

Only 480/2 is available for the moment as in the past, 720/2 was available.

Please, stick to 23.976, 25  or  29.976 which are multiples of actual tv or cinema standards around the world. Those formats will allow viewers to watch 1080 or 720p of your stream at less than 30 fps which is much easier to decode for older devices.
